| COLLABORATION IN 2008: The ECRC can expect to work closely with the EU Council next year as the Slovene presidency takes over in January 2008. The ECRC partner consumer organisation from Slovenia, MIPOR, puts the CCD as top priority and will engage in collecting and desseminating our stakeholder viewpoint. |
The ECRC, BEUC, ZPS and MIPOR are clearly all concerned by the implications of the latest CCD going to vote at the second reading in parliament on January 15th 2008 on early repayment penalty fees which will weaken protection in several member states. We can expect a busy start to the new year so lets make sure our partners are ready to react ahead of the plenary sessions of the Parliament.
The consumer credit directive has already been discussed by those involved in the upcoming Slovene presidency (H1 2008, to be followed by France). In a meeting between the Slovene Ministry of the Economy, BEUC and the Slovene Consumers’ Association, the minister assured support for our positions in relation to the amendments to the CCD as proposed by the European Parliament. This can make us optimistic since the Ministry has consistently been supportive of MIPOR and ECRC positions over the entire process of forming the CCD.
EXTRACT FROM THE BEUC PRESS RELEASE on European consumers meet Slovenian EU Presidency:
“A special consumer concern – not least in Slovenia – is the revision of the Consumer Credit Directive. The present position of the Council is the minimum acceptable, and the Presidency should not agree to any further dilution, despite the attempts of the European Parliament to do so. In particular we are worried that consumers will lose the right to make early repayments without being penalised. This point was firmly stressed by Breda Kutin, the President of ZPS.”

It is also interesting to know that there is quite a lot going on in Slovenia in the field of financial services. Slovenia will soon be getting an inter-bank credit register (as the last EU member state to do so), while the first law on personal bancruptcy is currently in parliament. We will be informed on all recent developments in the course of 2008 and the details on the opportunity for an ECRC Stakeholder conference in Ljubljana.
