P5: WHICH TYPES OF BANKS CAN BEST SERVE THE COMMUNITY: PRIVATE, PUBLIC OR COOPERATIVE BANKS?

While international private banks have tended to adopt similar patterns of organisation, banking institutions on the national level are considerably more diverse. The three main models could be described as commercial, public and cooperative but there are substantial differences even within these categories. There is also a relatively new alternative banking sector featuring social investment and development banks such as the South Shore Bank in the US and the German Volkskredietbanken.

This workshop will discuss what, if anything, the non-private sector in the banking industry may be able to deliver that private banks cannot. For example, as doubts have emerged concerning the future of development banks, can other banks undertake projects with high public rates of return? Can non-private institutions, often thought to have the advantage of solid relationships with their customer base, show the flexibility required to accompany their debtors through their life-cycle? Are public banks more successful in lending to SMEs? Could private banks provide the same high quality regional coverage as non-private banks? Could a private banking system provide as much liquidity to all sectors of the economy as do non-private banks? Exploring examples of cases of successful private bank activity in leading projects in disadvantaged communities will encourage more to do the same.
