Workshop 2: "Housing Matters: Mortgage Lending in an Era of Unprecedented Prices, Lending and Risk"
Workshop outline by Achim Tiffe
This workshop on the theme of housing finance will explore the current state of the mortgage market and highlight the risks and vulnerabilities of the sector. With home ownership rates in most of Europe at historically high levels, and with that ownership having been largely financed by home loans, many mortgage borrowers are in a vulnerable position. Preserving the home of a debtor is of even greater importance for those disadvantaged households earning a low income. The panellists will therefore discuss the current state of regulation of home loans in Europe, the situation of mortgage lenders, the general outlook for housing prices and discrimination-related issues, housing programmes, and also identify any successful models and examples in housing finance and suggest ideas on future models of cohabitation.

The panel moderator is Achim Tiffe from the institute for financial services, a law specialist based in Hamburg and author of two relevant studies: one for the European Commission on the implementation and the effectiveness of the European code of conduct for home loans, and the other on the different prepayment penalties occurring in Europe; he will be joined by Manfred Westphal from the Federation of German Consumer Organisation vzbv, who can report about the work of the expert group FIN-USE (established by the European Commission) and the current green paper on Mortgage Credit; Bernard Vorms from ANIL, able to give an overview of French Law for home loans with its “offre préalable” for consumers and sophisticated regulation; Jeff Jaffee from Citibank, who can speak about the US experience with home loans and explain the opportunities of a single market in Europe from the position of a provider of financial services; Filippo Sartori from the University of Trento an expert in the legal situation in Italy to help us get a feeling of the variety of existing European Law; Tobias Behrens from Stattbau Hamburg an expert in alternative forms of habitation with experience in financing “quarter projects”; and Gail Burks from Nevada Fair Housing, a board member of NCRC and someone with plenty of community knowledge on the various factors that make a housing credit fair.
