Making Advice Work (MAW)


Scottish Legal Aid Board Grant Funding Programme 2013 – 2015


The Scottish Legal Aid Board has been asked by the Scottish Government and the Money Advice Service to run a new grant funding programme. The programme will focus on improving access to advice for people in Scotland with a view to promoting achievement of particular priority outcomes and is in addition to our current grant funding programme.
 
HOW MUCH FUNDING IS THERE?
 
The Board has an approved upper limit of expenditure of £7.45m by way of grants in the period to the end of March 2015 for this new programme. 
  •  £5.1 million of funding is being made available the Scottish Government
  • £2.35 million of funding is being made available by the Money Advice Service
WHAT IS THE FUNDING FOR?
 
The Scottish Government and Money Advice Service have agreed that the Board will focus on specific priorities for funding, and there are three main funding streams under which applications will be invited.

Full details of the application process and guidance about the funding priorities and criteria will be made available shortly. In advance of this, the information below aims to help you start to identify whether you wish to prepare for applying under one or more of the funding streams, and to help you start identifying possible partnership agencies you may wish to work with. 
 
Stream 1 – community-wide advice
 
Stream 1 of the programme is designed to focus funding on projects that can provide advice, information and representation for people across a geographic area, with a focus on help to resolve benefit and complex debt problems and to provide targeted assistance to help people successfully make the transition to the new benefits system.

We will welcome applications under Stream 1 from organisations well placed to directly deliver the advice provision within the project remit; including local authority advice providers, third sector organisations, and law centres. We will particularly welcome partnership applications which encourage and embed co-ordinated provision of advice and where organisations play to their respective strengths.

There will be a suggested maximum grant of around £200,000 for an 18-month period although higher awards will be considered, particularly for nation-wide projects. There is a maximum of around £3.95m available under Stream 1.
 

Stream 2 – helping tenants of social landlords

Stream 2 of the programme focuses specifically on advice for tenants of social landlords. Project proposals should aim to provide advice, information and/or representation for social tenants dealing with the impact of changes to the benefit system, particularly those changes which are likely to impact on their ability to manage their housing costs or to sustain their tenancies.

Under Stream 2, proposals must be led by social landlords, either as the organisation delivering the project, or as the lead organisation in partnership with an advice provider. We will particularly welcome partnership applications, including partnership projecs which would deliver help to tenants of more than one social landlord.

There will be a suggested maximum grant of around £150,000 for an 18-month period although higher awards will be considered in some cases, e.g. for projects with national or broad geographic coverage. There is a maximum of £2.5m available for projects under Stream 2.

Stream 3 – thematic stream

Stream 3 aims to tackle barriers in accessing advice or to test new ways of resolving problems related to debt, financial management and social welfare law for specific groups of people.

Applications will be invited for projects which would test how to achieve sustainable outcomes for people in new or unique ways. The specific priority groups for this stream are; people with disabilities and people experiencing domestic abuse.
Applications will be invited from national or local not for profit organisations and advice providers. Partnership applications will be particularly welcome. At least one partner or the lead organisation must already be directly working with the specific priority group.

We will accept applications for projects which focus on other specific groups where the application describes and evidences the specific advice needs or barriers faced by another group. We may consider funding for this either exceptionally in this round or in any future rounds should further funding become available.

There will be a suggested maximum grant of £150,000 for an 18 month-period, although small grants will be considered with a minimum grant of £20,000. Up to £1m is available for projects in the Stream 3.

HOW AND WHEN CAN WE APPLY FOR FUNDING?

Applications for the full programme will start to be invited over the next few weeks. We anticipate that successful projects will be operational in autumn 2013.

This will include the applications forms, the guidance to help you identify the required information for submission in your project proposal, and links to other information you may find useful.

There will be two main application timetables:

  • Applications for Stream 1 and 2 will open during week commencing 13th May 2013. The application deadline will be Sunday 23rd June
  • Applications for Stream 3 will open during week commencing 6th May 2013. The application deadline will be Sunday 16th June
